Every physical server. Minimum 8 cores per CPU / 16 per server applied.
Virtual machines
Pick a cluster, or one host for VMs that stay on that host.
Subscriber Access Licences
Monthly per-user licences. Count every user authorised to access the product in the month, not just active users.
RDS tip: Every user who can reach a Remote Desktop session host needs an RDS SAL and a Windows Server licence for the host VM (covered on the Infrastructure tab). Office on RDS is licensed per user with Office SALs.
